    instead of npc there is the option of simply making a "box" which serves the same purpose. not unlike a mystery box, potentialy "superior mystery box" etc, could also offer it for loyalty/vote/donor points but in my opinion it would be best to keep it as a gp buyable, for the money sink purpose.

    from my experience its a well known fact gold sinks are heavily needed. my suggestion would be you add a npc, that you can pay a certain fee to "gamble" and get a random reward, lower tier fashion + other lower tier drops could be added, with the rare potential of highly desirable fashion...
